Approved commitment

Count only authorised purchase orders, work orders and subcontracts in committed cost.

Separate the unconsumed obligation from recognised actual and cancelled remainder.

Current amendment boundary

Approved commitments are not silently editable, but linked commitment amendments are not implemented in this release.
